| Lowell was born in Sommerset, Kentucky and live most of his life in Indianapolis. He was a painter by trade. He painted the State Capital Buildings gold dome in the early mid 1960's. He also painted the Gas Tower in Kokomo, Indiana with the red & white squares. |
